  1. THE PURPOSE OF THIS CANFORGEN IS TO ANNOUNCE MULTIPLE CHANGES TO THE COMPENSATION AND BENEFITS INSTRUCTIONS (CBI) FOR THE CANADIAN ARMED FORCES (CAF) AS APPROVED BY THE TREASURY BOARD OF CANADA ON 30 MAY 2019, AND AS ORGANIZED BY THE INDIVIDUAL EFFECTIVE DATES BELOW
  2. APPROVED CHANGES EFFECTIVE 1 APRIL 2018:
    1. AT REF A, THE END DATE OF THE SUNSET CLAUSE FOR RESERVE FORCE MEMBERS PROCEEDING ON CLASS C SERVICE WITH LESS THAN 120 HOURS NOTICE HAS BEEN REMOVED TO RECOGNIZE THAT MEMBERS OF THE RESERVE FORCE ARE OFTEN CALLED UPON AT SHORT NOTICE TO RESPOND TO DOMESTIC EMERGENCIES
    2. AT REF A, PAY RATES FOR CAF PHARMACY OFFICERS HAVE BEEN ALIGNED WITH THOSE IN THE PHARMACIST OCCUPATIONAL GROUP IN THE CORE PUBLIC ADMINISTRATION BY ESTABLISHING A SPECIAL PAY DIFFERENTIAL FOR THE RANKS OF CAPTAIN THROUGH LIEUTENANT-COLONEL WHO MEET OCCUPATIONAL LICENSING REQUIREMENTS OF THE CAF
    3. PAY RATES FOR OFFICER CADETS UNDERGOING THE REGULAR OFFICER TRAINING PLAN (ROTP) AT REF A, HAVE BEEN INCREASED PROPORTIONATE TO THE CURRENT COSTS FOR RATIONS AND QUARTERS AT THE ROYAL MILITARY COLLEGES
    4. MEDICAL AND DENTAL OFFICER RATES OF PAY AND SPECIAL MILITARY DIFFERENTIALS AT REF A HAVE BEEN REALIGNED WITH THE AVERAGE WAGES OF PHYSICIANS AND DENTISTS ACROSS CANADA
    5. AT REF B, THE FORMULA TO DETERMINE THE RESCUE SPECIALIST ALLOWANCE HAS BEEN UPDATED SO THAT IT ACCURATELY REFLECTS THE VARIOUS COMPONENTS OF WORK PERFORMED BY SEARCH AND RESCUE TECHNICIANS
  3. THE PAY RESTRUCTURE FOR THE CWO/CPO1 OCCUPATION HAS BEEN APPROVED EFFECTIVE 1 OCTOBER 2018 AT REF A. THE RESTRUCTURING INCLUDES CREATING A SPECIAL MILITARY DIFFERENTIAL FOR THE CAF CWO/CPO1 AND MOVES THOSE CWOS/CPO1S EMPLOYED IN POSITIONS AT THE STRATEGIC LEVEL RECEIVING CWO LEVEL 8B PAY TO CWO LEVEL 8C PAY. THIS IS TO RECOGNIZE THE INCREASING DEMANDS AND GREATER RESPONSIBILITIES PLACED ON THESE MEMBERS
  4. THE MEMBERS AFFECTED BY THESE AFOREMENTIONED CHANGES SHOULD START SEEING THESE PAY AND ALLOWANCE ADJUSTMENTS BY THE MID-AUGUST PAY 2019
  5. AT REF C, THE FOLLOWING HAVE BEEN APPROVED EFFECTIVE 1 AUGUST 2019:
    1. THE ENTITLEMENT TO OPERATION ALLOWANCES FOR MEMBERS DEPLOYED ON INTERNATIONAL OPERATIONAL MISSIONS IN SECTION 3 OF THE MILITARY FOREIGN SERVICE INSTRUCTIONS HAVE BEEN CLARIFIED
    2. CBI 10.3.08 HAS BEEN AMENDED TO PRECLUDE THE CONCURRENT PAYMENT OF HA WITH ENVIRONMENTAL ALLOWANCES SUCH AS LDA, SDA, AND SUBA WHOSE PURPOSE IS TO COMPENSATE FOR SUBSTANTIVELY THE SAME ADVERSE ENVIRONMENTAL CONDITIONS, AND
    3. THE ADDITION OF CBI 10.3.13B (DETERMINATION OF HARDSHIP AND RISK ALLOWANCE LEVELS IN THE MILITARY FOREIGN SERVICE INSTRUCTION). THIS ARTICLE NOW DEFINES THE AUTHORITY OF THE DEPARTMENTAL HARDSHIP AND RISK COMMITTEE TO DETERMINE LEVELS OF HARDSHIP AND RISK ALLOWANCES. THIS IS BASED ON A METHODOLOGY USED BY THE JOINT CANADIAN ARMED FORCES, TREASURY BOARD OF CANADA SECRETARIAT, AND THE ROYAL CANADIAN MOUNTED POLICE COMMITTEE TO ASSESS THE LIVING CONDITIONS AND DANGER THAT MILITARY AND POLICE MEMBERS ARE EXPOSED TO ON INTERNATIONAL OPERATIONS
  6. EFFECTIVE 1 APRIL 2020, ADDITIONS TO REF A INCLUDE: CBI 204.11 (EMPLOYEES OF THE CORE PUBLIC ADMINISTRATION ON CLASS C RESERVE SERVICE) AND CBI 204.502 (EMPLOYEES OF THE CORE PUBLIC ADMINISTRATION ON CLASS B RESERVE SERVICE). THESE ADDITIONS ESTABLISH A CONSISTENT APPROACH FOR THE DETERMINATION OF A MILITARY RATE OF PAY FOR AN EMPLOYEE OF THE CORE PUBLIC ADMINISTRATION WHEN DEPLOYED ON A DOMESTIC OR FOREIGN OPERATION. IT ALSO INCLUDES INSTANCES WHERE TRAINING IS REQUIRED IN ACCORDANCE WITH ORDERS AND INSTRUCTIONS ISSUED BY THE CHIEF OF THE DEFENCE STAFF
